The are held inplace by 4 large tabs. Reach behind the bumper and compress the end of the tabs to release them.
If all else fails ... pry them off.

Replace the lower bumper (and grile) with one from a Limited or Harley Davidson.

Huh. I've never removed my bumper caps, but I figured there'd be some aftermarket bumper grill that was longer/wider to cover the entire area after the caps have been removed. No such thing, eh?
