Question 2009 F150 2 volts of power to the ignition

My 2009 f150 with 4.6 2 valve has no door chimes, no dash lights, will not crank. I have checked the battery voltage and its sitting at 12.6 volts. At the fuse panel under the hood im getting 12.5 volts at the main lug and the relays all seem to be at the normal range in ohms. At the fuse panel in the kick panel,Im only getting 1.79 volts on anything. Until I unhook the pass through harnesses. It will jump up in voltage to 12 volts once those are all disconnected. I feel like this is a grounding issue somewhere but Im at a loss as to where its at. Any and all help would be greatly appreciated!

Sounds to me more like a "bad" (excessive resistance) cable, connection or fusible link in the primary power feed circuit that runs from the battery to the SJB.

I'm not clear on what the "pass through cable" is or does but if you unhook something and gain 10 volts you just unhooked a big load /short.
