Thanks for the helpful advice found here. I had quite a struggle because of the tightness of the upholstery and all the foam padding under it interfering with getting the screwdriver positioned for release action. Fortunately I have a massive screwdriver style trim tool with a bent split end and by wedging that in place on top of the seat carrier just in front of the retaining clip unit and heaving upward I could jam the upholstery out of the way with rolls of paper towels. Then it was just a matter of clearing excess padding around the catch, positioning the screwdriver to unlock the catch, then pulling out the lifting towel rolls, and pulling down on the seat back.

The one in my truck doesn't have the older style sharp metal locator (which rips things up) which made handling the seat back a lot less trouble.

Those loops are part of the child seat restraint system

I had a 2004 SCAB that appears to be the same design. After much search and rescue I found that I was able to reach my hand around the outer edge of the rear of the seat and release the plastic clips by hand. the 1st time took about an hour trying to figure what i was reaching for. But after that it only took a few seconds. On the 04 I had to remove the middle seat belt guide 1st though.
