Yes, regardless of factory options the VSS (vehicle security system) is a required piece of hardware that works in conjunction with the cellular module.

For a 16 xlt... no remote start... this kit has all parts needed? How much should dealer programing cost?

Yes the parts are the same but your local dealer needs to turn on the remote start option. I have also been recently informed about http://forscan.org/home.html from a member here. This is scanning software that will also allow you to turn this setting on yourself but I do not know much more about it.

If you decide to take it to the dealer the costs can vary but I would say expect to pay .5 hour perhaps 50.00.
