What back spacing and off set
I have a 2008 Ford F-150 4x4. I want to get 35x12.50x18 or 20 inch wheels. I have a 2.5 inch level and want to put 35s on right now but don't know if the 20 inch wheels will fit???
Then I want to add a Rough country lift later on but want the 35s on now. What wheel size can I get?
Also, what back spacing and offset do I need for it to stick out an inch past the fender?

Too get your tires to stick about 1" you will need 5" of backspacing. This is for and 18" or 20" wheel. I just had my lift put on and this is what it took which is exactly what rough country has posted on their site. My installer opened his shop in 1974 and has installed over 10,000 lifts and featured in every magazine. He doesn't make mistakes. Think of it like this about your tires. If these companies say you can clear 35" with ^' of lift do you think you can do it with 2.5? No!!! Not without trimming something or rubbing at some point.

Check out the galleries on https://www.customwheeloffset.com/ Don't some of those with a grain of salt, however, that site will give you an idea what a lot of guys are running in order to fit the wheel and tire set up you want. You can filter the search based on offset, wheel size, lifts, brand etc.
