You should be happy with either one of those tires. As far as rims, the only steel wheels that I really like are the American Racing "Tailgunner". I don't know what sizes you can get them in though. Top gun customz sells them up to 8" wide. That is plenty wide enough for a 12.5" width tire. It doesn't look as cool as a 10" though.

Well if you like black, and steel, then this is the sickest wheel you can get.

Its the second one on the page.

Its really all about spending hours upon hours on google. When i was buying my tires i looked around for a month straight at so many reviews, trying to find the cheapest store, trying to find ones that i personally liked, etc. Just search "off road accessories" or "off road wheels" and that sort of thing. You will probably end up searching 50 separate searches, and looking at 50 different sites under each search. It should take some time but its definitely worth it when you find the perfect wheels at the right price.

If you're buying online make sure you always look at shipping and oversized shipping costs, etc. Thats what will jack the price up. If you find a cheap site, go to the very last page of the checkout and get the Grand Total. You might be able to take it to a local shop and have them special order it for you and match the online price.
