Default Problem with cb radio

My antenna is not grounded out and the coax is not kinked or crushed anywhere as a matter of fact everything except the radio is new. The problem I am having is tuning it so I can get the 1.5 to 2 swr reading between channels 1 and 40. currently I am get a reading of about 5.5 to 7.

Does anyone know what could be going on or what I should check.

The system includes
102" whip
6" spring mount
10 feet coax
cobra 29 LTD (tweaked by past owner)

sorry this was a long read
Thanks ahead of time for the help...

if i remember right its the whip ant. thats your problem. i used to have one and the whips cannot be adjusted, at least they couldnt 10yrs ago. go buy a fiberglass one and they can be adjusted at the tip with a allen key.

J.M.O I would try it without the 6" spring and check the SWR's .I do not like the fiberglass ones cause they break(tree limbs) in the cold temps, But fire stick is a very good Tunable fiberglass antenna. You can tune a whip if it removes from the base start with 1/4" trimming at a time from the "BOTTOM" only keep trimming till you get you SWR's right.

So I decided to go ahead and change out the 102" whip and sure enough after hooking up my three footer and the six inch spring it got my swr reading down to just about 1 to 1.5. Now the problem is I can receive but cant transmit at all. I key up and all they hear is a whistling noise. I am not sure what is going on. HELP ME PLEASE...

Sounds like altanator wine? are you running power from a cigarette lighter or 12v aug. power port? Sounds like a bad ground? If so I would use a extra in the fuse box and be sure to have a good ground or you could have a mic problem
