I'm not familiar with procomp steel wheels in particular, but in general, steel wheels are a high strength, low cost alternative. Steel will bend rather than break like a cast aluminum wheel. Bending is better, especially back in the woods since you can hammer the wheel back to round and drive out. Forged aluminum is the most expensive, strongest, lightest alternative and generally will bend before breaking, too.
Another benefit of the forged aluminum is that they are available in hub centric designs. Hub centric wheels tend to run more true and carry the weight of the vehicle on the hub rather than the lugs (again, more strength). I'm not sure if hub centric steel wheels are available, but it might be worth checking into.
