If the front driveshaft is turning when moving in 4x4 then the IWE is not engaging. Lift and support the front of the truck with the wheels off the ground. In 4Hi or Lo turn the front driveshaft. It should not turn.I f it doesn't, spin one of the front wheels. Tho other wheel should spin in the opposite direction. If the opposite wheel doesn't spin one of the IWEs is defective. Look for the halfshaft that doesn't turn when you spin the wheel. The default position of the IWE is engaged so in the event of a vacuum failure it remains locked giving you 4x4 capability. Water intrusion into the vacuum lines can cause rust which keeps the IEW in the unlocked position. Check both lines at the IWE for leaks.
