Default TPMS re-learn feature

I picked up some factory takeoff wheels/tires and installed on my 12 F150. I installed and was pretty confident that these had the TPMS in them. I tried to do the relearn procedure by key on, cycle hazard button a few times and then the TPMS re-learn began. I let air out of the tire it asked for, but got two horn honks and the screen said unable to set, try again. I did this twice with no luck. With this error, I am beginning to think the wheels don't have the sensors. Anyone else have this happen?

Discount Tires ask them to check pressure and check the system.

Thanks - I was able to get the local tire place to verify the wheels/tires did not have the sensors. I bought 4 and installed - problem is gone.
