The clock spring is the part under the steering wheel that transfers power through the wires to the wheel while still allowing the wheel to turn. It transfers power to the horn, cruise control buttons (if equipped) and the air bag.

The clock spring connects the horn, cruise, and air bag. Its a spun wire that allows for three turns of the wheel. It looks like a pinwheel and is a common break. Its located between the airbag/steering wheel and the column.
