Default Textured build up on paint?

I gave my truck a good cleaning today and found a few scratches and what not from this past winter, (we have brutal winters here on the rock in Canada, ~600cm fell this year) Plus being heavily involved in snowmobiling and other stuff its guaranteed to get some dings, but I never seen this before and am not really sure how to get rid of it!

It looks like something is stuck on, and has a gritty type texture too it. Don't seem like its past the clear coat, just stuck on it.

Anyone know what to do with it? I also found a couple small scuffs, and a deep scratch on the tailgate that goes through the paint

Lightly waxing will likely take it off. Consider clay-bar also. If those fall short, and I'd be amazed if they do, a polish will do it.

Try claying, then compound, and polish. Should take it out.

you sure there wasn't some sticker/badge there someone may have taken off without telling you? thats exactally what it looks like to me, had to ask sorry haha. a tar remover might help loosen it up depending on what exactly it is of course. all the above would work also just a lot of extra work you may not need to do.
