Spots on white paint

Spots on white paint
I have these little spots on my tailgate that have been on there since I bought the truck (used). I can't get them off of there and I've even clayed the truck. I think I can see rust on the bigger ones and the others are like tiny orange dots. I took pictures of some of the worst areas but there pretty much all over the tailgate but no where else on the truck. Anything I can do to get them off? Also I'm a newb to detailing if you couldn't tell.

Do you park near mulch or under trees? Some of it gives off spores that stick to paint and can be a PITA to get off.
Could be road tar, but wouldn't be orange I guess
I've also seen where if you stick magnetic things (like a sign advertising your business) it can leave rust looking marks

To start I'd try picking up some Meguiars Ultimate Compound at your local auto parts store. It's a small black bottle and it's about 10 bucks.
To do it by hand put a pea to dime sized amount on the corner of a microfiber towel and rub in small circles (be sure to clean the area first).
Let us know your results with Megs UC and we'll go from there. Does it look like a stain? Can you feel it? Is it above or below the clear coat?

I did use the Meg's compound followed by a polish and it did help but some of the spots are still there. All expect for two i can't feel and those two are small chips because I see rust in them and I can feel them. Also on another note I used Meg's compound and polish before I waxed on my whole truck and I couldn't even really tell a deference and I still see the same swirls and micro scratches in my paint. Did I do something wrong?
