Does the aluminum have a clear coat?

What color are the wheels (black, chrome etc.)?

Have you seen Meguiars Hot Rims All Wheel & Tire Cleaner?

None of the polished wheels from American Eagle have a clear coat. If this is what you have, then you will need to spend some time polishing. Which wheel do you have?

The Flitz cleaner then the flitz polisher. The rims will look like new. You can check out autogeeks demonstration on youtube. Not cheap but what the heck.
