Instrument failure
So I installed a throttle booster on my 2006 f150 xlt 5.4 and upon starting the truck, all internal instruments took a dump. Cluster doesn’t read anything (had it rebuilt with no resolve), radio, power windows, some lights do not function. Any idea whats going on?

?did you test your fuses since problems started?

Throttle booster is a component that you install at the pedal connector to adjust the sensitivity of the pedal of opening up the throttle more or less.
I have taken it out.

There are some guys on here that are really good at wiring diag. I would suggest that you post more info about the device you installed, how it was installed (plug and play, or did you splice wires), etc. pics may help, depending on what you did.

the amped 2.0 was the throttle booster I installed. It was a plug and play. You disconnect the gas pedal connector, plug in the amped 2.0 and set it to learn the pedal and throttle positioning by pressing the gas pedal to the floor 3 times in 30 seconds. That was it for the install

generally speaking, you’ll get better/faster help on the forum if you provide detailed/complete information about your situation.
so was it one fuse/circuit, or two?

I am refering to the factory wiring disgrams for 2007 F150 and your 2006 should be the same.
Fuse 21 feeds only the Instrument Cluster and you probably already knew that.
Please provide a clarification - you mentioned that two fuses blew T/F? If another fuse also was found to be blown then what was its designation.
The installation instructions for the Amped throttle booster have you touch two electrical connections 1) Disconnect Neg battery terminal, 2) Disconnect Acc Pedal position switch and insert Amped 2.0 device between pedal and harness. Neither of these actions are associated with Fuse 21 however you stated that the Instrument Cluster (fed by Fuse 21) was rebuilt.
At this point your instrument clusted is the issue and the only thing that can think of is that you accidently plugged the Amped 2.0 into the Instrument cluster connector and unless you spliced wires this is nealy impossible.
Was the cluster rebuilt prior to the Amped 2.0 install attempt or was it the result (or assumed result) of that install? At first glance the seem to be two different events unless you have left out some details. Did you do the install or did someone else do the install and were any connectors spliced.
Appears that the Fuse 21 issue is cluster related and has no connection to the Amped 2.0 install attempt. Give us all the details.
