No, these are chrome clad xlt wheels or lariat wheels-

Nope those aren't FX4 wheels.
These are the 3 wheel options for 2011-2014 FX4s. You can only get the black ones with the Appearance Package.

Maybe someone wanted the FX4 wheels and the dealer did the switcheroo just to make a sale???

sure sounds like it and a lot of guys would not know the diff. OR maybe this guy wanted shiny on his FX

That's probably exactly what happened, we did it a few times for customers at the dealer I worked at.
