Tailgate won't open

the linkage is probably broken or bound up. you should be able to remove the inspection cover from the inside of the tailgate and you will see the linkages. you should be able to grab the linkage with some vise grips and pull the latches open.

Is your handle broke? Try focusing on each side of the handle, left and right. I think it's the left side that is the important one that will fully open the gate. An 01 at work had the handle break just leaving the 2 plastic supports it pulls on. Had to then pull 1 of the things with pliers to open it up.
So try grabbing as far to the outside of the handle as you can, and yank up. Like I said, I think the left side of the handle is the side that matters
