Default Rough idle, fuel smell

89 F150, starts fine then goes into rough idle with fuel smell and some black smoke at tail pipe. Run up RPM's still rough and if you let off gas pedal engine stalls. Is it a regulator problem? Any sugestions?

Thanks

it could be the throttle positioning sensor, mine did the same thing and spit white smoke out the exhaust but it ended up being an injector stuck ans the TPS
