Default Looking for a fix solution for bubbling clearcoat

I have a fibreglass box cap; color-matched to the truck installed when truck was new. (99) 2 years ago clearcoat started bubbling and peeling; I thought it was just heat and sun but someone else suggested it may have been vandalism or accident when in a shop somewhere and something like solvent/hydraulic fluid got spilt on it then improperly cleaned up and hence the bubbling was started.

Looking for repair options outside of replacing cap if anyone has any. Have just been buffing out bubbles and using a bit of touch up paint to this point for now.

The only correct fix it to have it refinished. "Bubbles" don't buff out and you're likely just removing the clearcoat.
