What year/style was the Silverado? I have a '10 Suburban and my '11 EB, and can tell you that the EB tows a lot easier, that is for sure. Love towing with cruise on, in 6th gear, downshifting only in the event of an actual hill (and not just a rise or slight incline or bow wave from a semi!). Towing w/ the EB is a joy compared to the Chevy (or any other small block, IMO).
That said, if it was an '09+ w/ the 6 spd, it is unlikely he could not do 65 up any interstate grade towing a boat if he wanted to. Driving my Chevy, I've been able to keep 65 up just about any interstate grade I've come across towing my 28' travel trailer (about 6500 lbs) if I pushed on the pedal hard enough! (The only grade I've found on the interstate that my Chevy can't keep at 65 is the top of Parleys Summit here in Utah, which tops out at 7% and over 7000 ft elevation. It'll drop to about 55 there by the end.)

As far as the year of the Chevy, I really have no idea. I assumed it was a newer truck because it was very clean and in excellent condition as was the boat it towed. Usually anything in Eastern Wa is covered in dust at a minimum to very dirty. This truck looked pretty nice.
I can barely recognize year to year F150's let alone Chevy PU's ! LOL!
I am very good at identifying Corvettes though! However I digress and will stop there to avoid getting haters panties in a bundle! heh heh!
