Fuel pumps continues to run at start up

Fuel pumps continues to run at start up
'93 F-150 5.8l 2wd
Hi Folks,
My fuel pump continues to run when turn on the key and I try to start....no start
What would cause this?
I replaced the fuel pump relay in Power Box under hood.
Pressure at Schrader valve---haven't put gauge on, but Squirts
What is needed pressure at rail to turn off pump?------------------OK, CHECKED WITH GAUGE---PRESSURE= 40
No pressure control module on this truck.
If the pump is bad, could it continue to run on?
Since there are 2 tanks, are there 2 pumps? I think not, but which tank would it be in if only one?
Any help would be great and thanks for any reply---Bob

Squirts doesn't mean much.
You need to know the pressure at the schrader valve. 5 PSI will cause it to squirt, but not be enough pressure to make the injectors do their job.

OK, pressure at rail is 40 with fuel pump on, I suppose this would mean the pump is working with force and the filter is fine (?).....any other suggestions
