I'm not sure how they get the lock, mine was still in my owners manual packet when I bought mine, although it didn't do me any good. The ones with the locks are terribly designed, the locks get so little bite that if there is the slightest resistance to turning they just pop off and won't turn it. I wanted to take my spare off to rotate my tires without using two jacks, and I could not, no matter how hard I tried, get my spare tire to lower. And my truck isn't that rusty, there's not even any surface rust on the bottom of the bed.
I ended up bending and folding the piece that holds the tire up, and now the tire sits in my bed. Which is fine by me, I can't imagine what I would have done if I had a flat tire.

Yeah, its a star pattern. Personally I hate all spare tire locks/keys. I've had them strip out on me too many times, and they always cause such headaches.
Heres a couple pics of mine, including the Ford #, not sure if it will help.

I use a floor jack on mine....I put a 2X4 under the frame to spread it out a little and lift the whole side of my truck at once....takes me 30 min to rotate em now.
