Default Ford ranger 2.3

My brother has a ford ranger 97 2.3 and i just put a timming belt on and the truck sat for about a year before i worked on it. the exhaust manifold is running red hot and the truck is idleing high. The timming marks are lined up, I took it apart twice to check and double check. I checked while the belt was off for any bad valve movement by spinning the cam over with a wrench a couple of resolutions and it looked fine. I checked and repostioned the cam marks, crank marks, and oil pump marks and put back together. it still is running the manifold hot and s idling high. since i turned the cam over several revolutions would that have anything to do with it being out of time? when you turn the cam completely 360 degrees it always came back around and line back up correct. And the same valve postion would come back around so I don't think it is out of time.

sounds like it is running way too lean.

I figured it out, The IAC valve was gummed up. I took it off and cleaned out, runs great now. Thanks Anyway
