Default E40D transmission flud change problem

I have a 92' F150 with an E40D, I just changed the filter and fluid. I read that it take 12qt but after only 8qt it shows it full what could be happening?

The 12qt fill is with the torque converter empty.

Dropping the pan and changing the filter doesn't completely drain the system.

How do I completely flush my transmission? I pulled the pan and filter, replaced the gaskets, there is a plug on my bell house which gives me access to the torque converter. Is there a plug on the torque converter some where? How to I access it?
