Rnlcomp - The speed limiter is in place NOT FOR YOU, it's in place for the integrity of the machine.
AND in protecting the "integrity of the machine" it does in fact protect the driver and his/her passengers (as well as other motorists).

The limited speed is mostly there (in addition to exceeding the braking limits) to address the driveshaft's critical mass and the resulting damage and personal injury that could result from its failure.

I recall back in the late 90's-2k's Crown Vic police interceptors were limited to 130mph and a lot of transmission output shaft bushings would spin creating a leak and grenading the trans.

Ford issued a recall to bring the limiter down to 108 and pissed off a lot of law enforcement agencies. When enough complaints about not being able to catch up to some idiot out running them on the interstate they told us to reprogram those cars only and use a Lincoln Town car vin#, that brought them up to 120mph but not the original 130 they were set to off the line.
The issue was addressed in late 1999, early 2000 and was caused by the 3.55 RARs (up from 3.27) which were (then) standard on the P71s and the critical mass of the driveshafts (even though they were aluminum rather than the civilian steel version). The answer was a MMC (Metal Matrix Composition) driveshaft - reduced weight, increased rigidity, etc..

NOTE: The P71 (police) speed limiter was (eventually) 135MPH (and had a 140MPH calibrated speedometer), whereas the civilian Crown Victorias were speed limited to 106MPH (120MPH speedometer).

And while not related, there also was an issue with the cracking of rear control arm mounts.

Cmanjr - Go onto the 97-03 engine builders talk thread and talk to the guys we have on there like ibd, they know more on these motors than anyone else should ever need to know. I think I know what needs to be done to my motor to make good reliable power. It doesn't take that as much as you're thinking it'll take. In all honesty.
And you're talking about going non-PI to PI with just a PI head and intake swap. Know all about PI 4.6L 2V and what can be gained. And unless you're going über you won't be getting 75-100HP.

But HEY! Bluff me and then show me your before and after dyno' sheets.

EDIT: I think you're forgetting about the PCM changes that are required for non-PI > PI.

I'd never buy a tire that wasn't rated for over 100mph
And if I buy a truck that has limit I will buy a tuner & remove that limit

They should make all cars like this & reduce the speed limit to 15mph
