Personally, given the scenario as outlined, I'd buy a '14 Raptor and drive it until '17s are plentiful. As others have said, the Black Ops trim is just a way for the dealer to use mediocre aftermarket bits to increase profit exponentially. The Raptor, while lacking all the "latest and greatest" of the new F150 is still a great truck, and hugely capable.

I doubt very seriously it will have more than 13" up front.
'12-14 + 3.0 shocks / coilovers / Deavers / UNI UCAs / headers / tune = roughly the same capability as the '17. Aftermarket 3.0s will always be better than whatever comes from the factory because they will be hampered by 'mass audience appeal'. Power will be very close, the gen 1 will have about 25 more hp but probably 50 less torque.
Cost = ~$10,000 w/ labor
3.0s $4,500
Deavers $900
UCAs $900
Headers $1000
Tune $500
Add another 10k in suspension to equal the cost of the '17 and you're at a whole different level.
LT up front, bedcage out back and you'll crush all but heavily modified 2nd gens.
