Default Auto locking Hub engagement

I just recently rebuilt the front end on a 2003 F250 Diesel on my dad's truck. We replaced the Front axle U-Joints, Upper & lower Ball joints, Brakes, Shocks, and both seals on each shaft.
I do not understand how the auto 4 X 4 engages/ disengages. Does it require vacuum to allow the hubs to Free-Wheel from the axles. Had the front end jacked up, & it took a while, but was able to get one side to free wheel without turning the U-joint, while the other side would constantly spin the U-joint.

After replacing everything it seemed like the front drivers side brakes were dragging, but it might have been something with the seal.

Do the new seals need any lube on them when installing?

If this truck had bad seals for a while, is it possible for the vacuum lines to plug off with dust, & not getting enough vacuum?
