I guess it's called a lock nut and the bottom nut is to big for the thread it's just to move the top lock nut up because it was bottoming out on the threads and wouldn't get tight

Yeah ive got j hooks under mine and if I try to pull my toolbox off my whole truck will move. I got mine at tractor supply they have a little kit by their toolboxes. Only like 10 bucks or so but well worth it.
