Yeah, the part that actually connects with the actuator, right? By one tooth high which way do you mean? Towards the ignition switch or the steering wheel? If you had the same problem that might be it.

I could probably get a picture tomorrow of how it's all sitting in there.

I was one tooth towards the steering wheel so as you look into the key housing the gear was right but the rod was one tooth up towards the steering wheel I removed the gear, moved everything down one tooth (towards the floor) reinstalled gear put key cylinder back in

Ok I would check the ignition switch first since you said you thought you moved that down (towards the floor) all the way

It was the ignition switch. Pulling it up towards the wheel completely fixed the issue. Starts and runs like a champ now; especially with the oil heater I put in it. It looks like it might have a small oil leak, though. Maybe; it might just be dirty/leftover from oil changes. Thanks for all the help! Glad to have this thing running for the winter!
