good old bill,
there was an internal regulator on the one i replaced, but it did not look like the original alternator. I'm not sure how to check for current draw with motor off.
spoke to dad this weekend, he remembered that the ignition switch stuck a few years back - i'm gonna take the column cover off and inspect the switch connections

Dont know if you solved your problem yet, but I had the exact same problem with my 70 gmc. Replaced everything you did. I finally broke down and checked all the wires in the wiring harness. All wires were recieving 12 volts except one. This one had 4 volts. I replaced that wire and the battery was charging again. Dont ask me why or how, all I know was that one wire can cause a major headache.
