Default Another AOD problem (low mileage/old age)

Ok so I have an 83 with an AOD. I just hit 30k miles so I dropped the pan and changed the filter/put new fluid in. I realized when I dropped the pan I should have changed it sooner as it was the factory fluid fill (still had the dipstick tube plug in the pan). Anyway, the transmission shifted perfectly beforehand but now it will not catch second gear when its cold. It only happens for the first 1 or 2 up shifts, after that the transmission is warm enough that everything works completely fine. I added some Seafoam Transtune thinking it had varnish build up on the 1-2 valve. It hasn't helped. So my question is, would the governor stick only on the 1-2 upshift and only when cold? Also should I have to adjust the TV rod if it was operating completely fine prior to the fluid change?
