Those teeth should still grab, at the very least temporarily. I've seen far worse that still work. I would suspect that the edges Are flattened off a bit, stopping the starter drive from fitting in. Cleaning them up good with a file might save you from having to pull the transmission.

I've been researching this everywhere. Apparently regular bolts will cause this. That's the only thing I touched and it was so trivial. I'm picking up some "proper" starter mounting bolts today.
