If you have a rear tank skid plate, the skid plate is the lower straps.
The front tank will have both straps and a separate skid plate.

Ford didn't use carriage bolts on the rear skid plate. Regular bolt and nut with washers. Someone along the way must have changed yours.

Personally, I would probably fill the old tank up with water after draining it and then grind the bolt heads off.

Thats the plan , to fill it with water and let in drain and grind the bolts off and install new bolts with a bolt head on one end. Thanks for the advice.
