I'm having the same issue: The starter makes a clicking noise when I turn the key, the battery/power level according ot the dash gauge seems fine, but the engine never starts.
Edit: I have a 1997 Ford F150 XLT RWD with the 4.6L V8 motor. Thought the problem may be the battery, but the radio/power windows work fine.

Yes - short the solenoid terminals
Even though this thread is old I just wanted to make sure people doing a search don't waste tons of time without doing the above super easy check.
It couldn't be a simpler test and if it does start by shorting the solenoid terminals a new solenoid is a cheap and easy fix.

Starting issue
I have been having the same issue. I have conducted a few test to eliminate the problems.
1. Battery voltage is good while the vehicle is not running
2. voltage on the battery while vehicle is running is good.
3. On fender solenoid I jumper two terminals together to engage the starter. This work fine with out any hiccups.
Now I am lost because the truck starts fine sometimes and other time I just get a hard click on the fender solenoid. I am not sure if it's a starter relay, the starter itself or a bad solenoid (fender or starter)
I really don't want to start replacing a stuff with out properly finding the issue.
My truck is a 95 300/6 5 speed
