Default slow coming down from high rev.

I have a 99 f150 5.4L. I have been racking my brain on this one. I would like some input. The engine is slow to come down from high revs. Throttle cable is not hanging and the butterfly snaps back quickly. I think it might be the throttle body position senser. Does anyone have any experience with this?
