Default Skipping 2nd gear

I have a 1997 F150 4.6 v8, automatic transmission.

Ive been having a problem where it does not shift into 2nd gear. Ill try my best to describe.

Truck starts up fine, no weird noises, goes into first gear with no problem. I will be driving and around 20mph/2000 RPM it tries to shift into 2nd gear but it goes straight into 3rd, which I can tell because I feel the power isn't there from being at a lower RPM. If I drive to 50-60-65 mph the truck drives good no problems at all.

Now here is what I have done to try to fix but I now just have no clue what do anymore.

Transmission fluid is good.

This truck has had 3 transmission and it keeps doing the same problem. (Original of when I bought it, and second which I thought was bad so mechanic exchanged me a 3rd transmission which is currently installed.

I recently bought a ECM (computer) same number specs as the original, hoping that was the problem, which it didn't fix the issue.

I don't know what to check now, if anyone has experienced this same problem your input would be appreciated.

Does it work if you shift it manually?

Has the torque convertor been changed? Kind of strange that three transmissions would do the same thing.
