Default seatbelt won't latch

I have an 04 f150 s.crew. I've noticed lately and I remember from last winter when I bought the truck that the drivers seatbelt won't latch when its cold out. A temperature sensitive seatbelt...Whatever. Anyways, the belt and buckle are fine (no visible damage, not warped, etc). So I'm thinking I just need to replace the latch. Is that a big pain? Seems like it would just be a couple bolts. Also, has anyone ever heard of this temperature sensitive buckle? Thanks in advance

I have an 06 f150 4x4 5.4 triton that, "to me" miss fires when at about 45 mph and slowly start to accelerate or when I punch it, it spudders out the exhaust badly for a few seconds. I recently changed my fuel filter, used gunk out and ordered new COPs. My truck has 108k miles and my plugs were changed close to 2 years ago so I believe the plugs are fine and one or more COos are misfiring. Would you agree it's the COP(s) ?
