Default Power Steering Help

Hey everyone, not a big poster here since I am more the guy needing help than the one to give it, well unless it is helping finishing off a case of beer. My question is this, when I start my truck and it is cold outside it whines like crazy, if I turn the wheel the will stop and after a couple of seconds it stops. I have noticed my steering is stiffer than it should be. It is not quite like steering tank but it is definitely not as easy as it once was. Is this a pump issue? My fluid level is right where it should be and has been. In the summer time it seems to function fine though. Any insight is appreciated. Also it is a 2007 5.4 F150 FX4 Styleside. Also, sorry if there is already a thread for this, I have searched several forums high and low and cant find any pertinent information.
