Default P0022/cylinder misfire

Have a P0022 code, the truck shudders while acclerating and runs rough/stalls. I pulled the plugs of the COP's one at a time while the engine was running, number 1,4,5 had no change plugged or unplugged. After shutting the engine off and restarting the dead cylinders changed positions to 2,3,8. Then shut it down and restart again and the cylinders changed again. The dead cylinders jump around to different positions and there are always 3 or 4 dead cylinders. any help? thanks

Checked both VCT solenoids by grounding out the grn/org wire and the bl/vlt wire. Both caused the RPM to change, so they are working.
