Sounds like a fuel pressure regulator.

An '84 f150 should have a carb, not a fuel injection system?

Memory is not helping, thinking CFI back in those days. If its CFI or EFI, do you hear the pump run when key is first turned on. Its best to take a fuel pressure reading and observe the bleed off rate. If it is indeed a carb, does the choke work? Also if its a carb, does the accel pump work?
