Exclamation Help Me Please...

ok heres the deal.
I bought a 2005 F150 that has had flood damage for 3,000 bucks. It only has 500 miles on it.
I also bought a 2004 F150 that was wrecked. That has 28,000 miles. It has a 5.4L

Here's what I done so far....

Both trucks I took out the seats, dash, and the inside wireing harness.

From the '04 I put the wireing harness and the steering wheel into the '05 flood.

I got power to the flooded '05 but nothing happens when I turn to crank. It will ding like it has power. and make a click's in the fuse panel on the right side of the truck on the floor.

I'm thinking the starter is messed up on the '05 flood. No big deal changeing it out. ( are there only 2 bolts holding it on??)
Also is there something that I should know about changing the wiring harness and the steering wheel? Like something that would prevent the starter from turning over?

TOO much info. Start with the basics please.A flood damaged vehicle may have many intermittent problems, especially electrical.

When you changed the collum and wiring your using a different key wich has a different computer chip in it you'll have to take it to a dealer and have the pats key reprogrammed which will take two keys to do
