Talking Brake Switch Power.....Hiss

I just picked up an 86 f-150, and the vacuum line going to the brake pedal is constantly hissing.........sounds like a big leak........what to do?

Also, can anyone tell me if the yellow wire on the brake light switch is supposed to be constantly hot?.........Some dope patched it into the fuse box to a connector that's not hot at all, and wondered why the brake lights didn't work.............

The hissing I assume is a vacuum leak........could this be affecting my idle, especially when cold? (I know a leak will, but I'm not sure about the vacuum system operating down there, or exactly what it does and does not do......).

Any help would be greatly appreciated.......I posted this in the Classic Corner, but it doesn't seem to get much traffic.............need help.
