Default 97 F-150 fuel problem

My truck will not start, i believe the fuel pump is the problem, can't hear it run. I have checked voltage at the pcm, fuel pump relays, and the fuse is good. I have no voltage at the module under the truck by rear tire. Anybody have any suggestions? Im leaning towards replacing the fuel shut off switch and seeing what that will do. Thanks for any ideas you have

Make sure the inertia switch is pressed down. It's in the passenger side kick panel.
