the dealer has no say, they have to get approval from fomoco, and they have to
do/fix only what they are told to fix

A cylinder head and all needed parts to do the job is all you will get unfortunately. You might even get a oil and filter change. But to demand a new engine up front and not have any proof that the bottom end is damaged will get you no where. When they get it back together and if there is still an issue then there will be a pretty good shot at having the engine replaced. Sadly, Warranties are designed to protect you from paying just as much as they protect the company from paying too. Sorry for your bad luck. It could of happened to anyone who bought that truck. Unfortunately it was you.

So your truck has a cracked head, the dealer is going to fix it under warranty as they should, and you are expecting them to give you something else for free?? I don't understand... You have a warranty just for this reason. I work at a dodge dealership, we fix vehicles daily, that is the purpose of a warranty and a repair shop... Allow them to fix it and move on with your life...

I can see you being upset if they are trying to "fix" the cracked head. But if they're replacing the head (which is the proper "Fix") what is the issue? Cylinder heads are manufactured on a different line from the rest of the engine, so that doesn't necessarily mean the whole truck is bad. Unfortunately, there will be some deviations in manufacturing, and it looks like you got one with the head. I say, let them replace the head and keep on truckin
