If the shutters are closed the water can't go through the front of the truck like it would with a truck without them.So it has to go somewhere else and the hood would be one of the places for it to go no?And i can tell you for a fact my 2011 and 2013 F-150's without the grill shutters was nothing like the 2015 F-150 i have now.Sometimes in the rain there's so much water coming up the hood towards the windshield. It looks like someones pouring buckets of water at the front of the hood.

I can see what you're saying but I don't think thats the case. In order for that to happen the water would enter the grill, hit the closed shutters, turn around and come back out the grill instead of just running down the shutters, then defy gravity and go up the grill and over the hood. I'ts just not happening. You can test this by turning on the A/C, this forces the shutters open and you will see no difference. The reason its different than your MY11 and MY13 is because the shape of the hood is different. Those models had I high spot in the middle so the valley on the left and right side caused the water to run off the truck. On this model it's a low spot in the middle and the valley on the left and right trap the water.

I think the idea is they allow the water to build up in the grill. Then when you slow down the water rolls forward and gets picked up by the wind onto your windshield.
