Maybe it's a regional thing. Are you Midwest or East Coast? They get harder winters, so it'd kind of make sense.

Ohio here. Purchased from kentucky. 2015 Lariat that has the carpet-like wheel liners as well. Made in Dearborn. Also, the area that covers the bottom near the oil drain plug is made of the same material.

Live in KCK, made in KCK and they are plastic.

My wifes car has the felt liners and they clean up nicely without scrubbing. Simple green and hose off.
