Default you force it

I was told by the ford dealer to just turn the gear and not worry about the "witness" gear clicking. It clicks, sometimes doesn't turn, sometimes it does, but all that doesn't matter. The headlights will move up and down. It is not one of Ford's better ideas. I have no idea why they did it this way. I first thought the "witness" gear did the headlight movement but it does not. Then I thought it moved the high beams in conjunction with the headlights. It does not. It does nothing. Maybe it is just suppose to be a brake to hold the adjustment screw in place. I adjust my headlights all the time depending upon load. I have a camper that weights about 1200 lbs. that I am always taking off and on. One of my witness gears already broke anyway. Whole thing is weird! Hope this helps.
