Default Removing Bleeding Rust Stains Behind Wheel Wells

So like many F150 owners I've got some significant rust on one of my rear wheel wells. I just bought some fender flares to cover it up after removing the rust itself, but my issue is with some of the "bleeding" I'll call it of the rust. Rain water picked up some of the rust and moved to the rear of the truck, leaving a rust stain on the paint in its wake. Looks like little rust streaks obviously caused by water movement.

What is the best and/or easiest way to remove these stains? I can post some pictures tomorrow. Thanks for the help.

Clay bar will likely take care of it. Or use a mild polish available at local car parts stores or even box stores like Meguiars Scratch X.

The bigger issue is to stop the rust, other wise the flares will cover it up but it will keep growing and the rain water will keep bringing it out onto the paint. (Not to mention the fact that your fenders will be rotting away until the flares fall off!)
