Update to phantom fuel pressure and transfer between tanks problem and
Ok I have been chasing a fuel problem for 8 months now. Replaced both tank sending units, DFR. Still problem got more pronounced. Fuel returning to wrong tank. Stalling for fuel starvation. Yet when I messed with something I would finally get fuel pressure back and then figured I fixed it. But later.... NO, IT WAS STILL AN ISSUE!
Installed mechanical pressure gauges on tank supply fuel feeds and after DFR. Still could not find issue.
So I removed the bed. Easy job since bed bolts not corroded. And WOW.....
The fuel lines. Factory original had gotten old and the bends in them, to get around the frame and bracing had kinked the lines in some of those bends under the protective tubes around the fuel line. This was happening on numerous lines. As it appears as these fuel lines age they kink in the bends, prohibiting the flow of fuel.
Now I am re-plumbed all the lines.
Ugh!
Hope this is the last time I deal with the fuel system this decade.

Looking at this problem of cross filling tanks and fuel starving, would seem to indicate DFR needs replaced. But after 8 months of chasing this problem I am convinced that the DFR did not fail.
It was the fuel line. The nylon fuel hose contracts with age. So where ever it bends this causes kinks. Where ever it bends near frame and braces the factory installed protective sleaves. So the kinks were not visible. Also the see through return hose and blue tank feed hoses use the same protective sleaves, so when I removed the fuel line, filter or pump (in-tank or high pressure) they did not appear kinked and flowed fuel.
I suspect that most all the problems thought to be the DFR are actually fuel hose/tube collapsing/kinking with age, either in the return line or feed line from the in-tank pumps. At least this was my problem. And it was happening on both front and rear tank, both return and feed hoses.
I did not catch this until my problem oscillated my fuel pressure between 35 and 48 psi just idling and it continued to run as I chased the fuel flow to and from the front and rear tank, with the bed off the truck. When I moved the fuel line I could see the increased fuel flow and see the fuel pressure increase when I moved the hoses.
The DFR maybe the life time part Ford thought it was. Problem is its easier to replace than than remove the bed. Its easier to replace than drop the tanks. So you end up trialing this as the problem when if my case it was not the problem.
Thanks everyone for help in finding the part. I was sure it was the problem when I was encountering cross filling and fuel starvation.

Duel function tank selector valve
If anyone out there has a fuel tank selector valve (1988 F250 6 port) that has been removed or replaced please sell it to me. Mine has a broken outlet and I cand use the housing from yours to mine. Thanks Kev.
