Plug the hose outlets, dump a bottle of CLR in and fill it the rest of the way with water. Let it soak for a day or two. You could also use vinegar, Diesel, oxalic acid, etc...
I've been having really good luck with a product Unit505 recommended (LA's Totally Awesome-$3 @ Dollar General for 64oz concentrate) with removing all sorts of build up/grime on just about everything.

Hmmm ill have to try that. I put some rust remover stuff in it and if that doesnt work ill give one of those a try. I priced a new radiator there over $120

I took the radiator out and the whole right side is rust brown. How can i clean this myself as my dad is a cheap **** and wont pay a radiator shop to clean it. And upper radiator hose is caked with it. And im prolly gonna take the water pump off and see how it looks too. Fan clutch ik is fine.
Ask him if he would rather spend a little to have the radiator cleaned and get a set of hoses.
OR, Pay even more for a new radiator and hoses.
OR, buy a new engine when his cheapness destroys that one.

x2 on new hoses, you can usually get the radiator pretty well cleaned out but for $20-30 for all new hoses you really can't beat that. Especially if you figure in the hours it'll take you to clean them out.

I tried using barn acid we got earlier for cleaning the milk equipment and tried to use it for cleaning hoses and other little pieces and it did an amazing job at doing so. And dad did stop being cheap for once and came home with a new radiator and waterpump. Old water pump is fine id almost rather put it back on instead of switching over the fan and clutch honestly. And im stil trying to soak the old radiator with this acid even to just keep it as a spare.
